Proposed text

—(1) Subject to any exemptions conferred by or under the load line provisions, no ship shall proceed or attempt to proceed to sea from any port or place in Singapore, unless there is in force in respect of the ship —(a)a load line certificate;(b)a load line exemption certificate; or(c)both a load line certificate and a load line exemption certificate,being certificates which by their terms apply to the voyages on which the ship is about to proceed.(2) If any ship proceeds, or attempts to proceed, to sea in contravention of subsection (1) the owner or the master of the ship shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.(3) The master of a ship shall produce to the Director, at the time a clearance for the ship is demanded for an international voyage, a certificate required by subsection (1) to be in force when the ship proceeds to sea; and a clearance shall not be granted, and the ship may be detained until the certificate is so produced.[238
